–The State of Louisiana announced today that it is implementing
TaxWatch, a new Internet-based tax code calculation system, that
will be deployed in all State Motor Vehicle Offices. TaxWatch is a
product of Watch Systems, a Covington, La based company that
specializes in Internet–based data and mapping solutions for
government and law enforcement.
Many municipalities have
separate tax rates for their jurisdiction and the state has special
tax districts that do not follow traditional boundaries. Referencing
voluminous, manually created street records made tax coding time
consuming and difficult for Motor Vehicle personnel to assign the
appropriate tax code…until now.
"This new software makes
the collection of parish/municipality taxes a more efficient,
accurate process," said Kay Hodges, Commissioner of the Office
of Motor Vehicles.
Rex McDonald, director of
Information Services for the State Department of Public Safety
suggested the program to Kay Hodges after seeing one of Watch
Systems’ other software applications that is used by State
personnel to track and notify the public when a sex offender moves
into their neighborhood.
TaxWatch utilizes proprietary
GIS technology to accurately geo-code a purchaser’s residence and
automatically associate the address with the proper district.
"It was just a matter of creating electronic mapping layers of
all our special districts so that we could relate the geocoded point
to the proper tax code," explains McDonald.
"We became aware of just
how much of a problem this procedure was after consulting with the
parish tax assessors. We’re very happy to have been able to solve
this complicated problem for our home state," said Louis
Luzynski, managing partner of Watch Systems. Watch is making the
same program used by the State to businesses wishing to avoid sales
tax errors discovered in audits. Businesses wishing to use the

Watch has also announced a
marketing arrangement through Casey & Casey NPS, Inc. designed
to provide the TaxWatch program to auto dealers. Casey is the
largest public tag agent in Louisiana and processes the majority of
new auto purchases in the State. Dan Casey, president, said "
